The Impact of the Disability Discrimination Act 1992 (Cth) (DDA), and the Disability (Access to Premises – buildings) Standards 2010 (Premises Standards)
The Australian Human Rights Commission created guidelines that all buildings should follow for maximum accessibility. Many of the principles in the Premises Standards are a direct response to the objectives of (DDA), which are:
- eliminating discrimination against people with disabilities based on their abilities to access various places such as premises, work, accommodation and the provision of facilities, services and land whenever possible
- ensure people with disabilities have equal rights as the rest of the community whenever practical
- promoting that people with disabilities have the same fundamental rights as the rest of the community
The Premises Standards themselves have two primary goals.
- ensuring that people with disabilities have access to buildings, facilities and services within buildings that are dignified, equitable, cost-effective and reasonably achievable
- providing building certifiers with clearer certainty that if developers and building managers comply with the Standards, they cannot be subject to a successful complaint under the DDA on matters covered by the Premises Standards.

Access Audits
Access Mobility Solutions also conducts on-site inspections of existing infrastructure to evaluate accessibility with the overview of the Premises Standards. We use universal design considerations and legal requirements as guidelines for auditing the accessibility of playgrounds, recreational areas, transport premises, hotels, streetscapes, and other buildings. If we identify any potential accessibility barriers, we can provide practical action steps for eliminating them.
The purpose of the Disability (Access to Premises – buildings) Standards 2010 (Premises Standards) is to:
- provide equitable, dignified access to new buildings as well as areas of existing buildings that will be renovated or upgraded after building approval
- provide equitable, dignified access to new buildings and those areas of existing buildings that undergo renovation or upgrade that require a building approval.
- help those involved in the design, construction, certification and management of buildings be more informed about the level of access required in the buildings based on the Premises Standards.
Design Reviews/Plan Appraisals
By closely collaborating with design teams, we ensure every design is thoroughly reviewed before it is implemented. Because we are so thorough in these early stages, we help projects remain on schedule and within budget.
Design Advice (Access Solutions)
Even if design choices are already being made for accessibility, we can make expert recommendations for how a design can become even more efficient and inclusive. With our extensive industry experience and knowledge, our disability access consultants may be able to provide expert recommendations you haven’t considered.
Access Reports
Nearly all types of building classifications under the Building Code of Australia will require an Access Report, whether at the development application or construction certificate stage. Access Mobility Solutions will provide these reports with speed and precision.
Access & Adaptability Reports
Certain buildings types such as multi-residential developments, residential flat buildings, and mixed-use buildings require Access & Adaptability Report. Whether at the development application or construction certificate stage, Access Mobility Solutions can also provide this service.
Access Mobility Solutions strongly recommend that any Access Reports and Access & Adaptability Reports be provided at design or development application stage to fully address access issues before construction begins. This can save client the costs of rectifying any non-compliance in access.
Development of Disability Action Plans
Throughout Australia, government departments and public authorities are required by law to develop a disability action plan. When your facility is accessible, people will face fewer struggles related to their disabilities. Access Mobility Solutions customizes every plan to the organization and ensures that everything in the plan is realistic.
Accessibility Policy and Document Review
When it comes to building design, every document from the architect to the designer’s documents must be thoroughly reviewed for access. With our close attention to detail and knowledge of all-things accessibility compliance, there’s no one better Access Mobility Solutions to complete these crucial tasks.
Performance Solutions + Performance Based Design Brief
Based on the Australian Building Codes board, there is some room for creativity in compliance. This is good news if you need a custom solution because compliance can’t quite be achieved in the standard way. Our disability access consultants can help you improve accessibility in an existing or redeveloped site in spite of obstacles.
Site Inspections
Access Mobility Solutions offers inspections at every stage of a building’s construction. During construction, we can attend meetings on-site and provide inspections to ensure compliance. We can also provide site inspections for as-built properties to verify the building is up to all the appropriate standards of accessibility.
Provide Defect List
A defect list is all the current problems your property may have that are preventing it from meeting the current accessibility guidelines. You can’t resolve these problems unless you’re made aware of how they are posing a barrier or individuals with disabilities. That’s what our access consultants provide!
Compliance Certificates
Most buildings in the Occupation Certificate stage in Australia may also be required to obtain a compliance certificate. With our extensive knowledge, Access Mobility Solutions is able to ensure that a building is adhering to these standards and provide those that are with the appropriate certificate provisions from the National Construction Code (NCC) and Disability Discrimination Act (DDA) 1992.

I believe that it was a natural transition to become an Accredited Access Consultant. As someone with first-hand knowledge of the architectural profession and, due to living with Multiple Sclerosis (MS), and the experiences of a manual wheelchair user, I can provide a unique, dual perspective on access issues.
GOOD ACCESS has become an integral part of my life.
